The Nearly $2 Million in PPP Money, a Movie Pipeline, and Years of Federal Silence.
In 2023, while incarcerated at the Florence federal prison camp in Colorado, Maxx Wolf sent the United States Department of Justice a highly detailed complaint exposing nearly $2 million in Paycheck Protection Program (PPP) fraud executed by Brian Cooper Dill, Kyle Morgan Dill, and their bogus company, Dessler Media LLC.
Why did Maxx do this? Because Brian Cooper Dill had dragged his wife, Lulu, into the federal record through statements attributed to him in FBI Form 302 reports—statements that were absolute lies. He tried to throw Maxx's wife under the federal bus.
At that exact moment, his silence ended. This was not an anonymous whisper in the dark, and he wasn't attempting to trade information for leniency, protection, or a lighter sentence. He signed the correspondence under his legal name, supplied the corporate records, loan figures, exact dates, movie titles, investigative findings, and supporting exhibits, and demanded the Department of Justice do its fucking job.
Brian supplied fabricated stories. Maxx supplied the hard receipts.
THE LETTER TO LISA MONACO
The recipient was Lisa Monaco—then-Deputy Attorney General of the United States and the second-highest-ranking official in the Department of Justice. The subject line was unmistakable:
PAYROLL PROTECTION PROGRAM LOAN FRAUD.
The archive contains his detailed letter dated January 9, 2023, along with a signed follow-up sent on July 19, 2023, referencing the initial March submission. This was not some vague complaint claiming something smelled wrong.
He explicitly identified Brian Cooper Dill and Kyle Morgan Dill. He exposed Dessler Media LLC and K5IVE Media. He handed the government the lender, the exact loan amounts, corporate structuring, the residential business location, the movie titles, and the raw investigative material supporting every single allegation. He even included exhibits from his pending 2255 proceeding to provide the DOJ with the documented history connecting Brian Cooper Dill, the FBI, Lulu, his federal case, and his home address. Very thorough.
From inside a federal prison camp, he gave the Department of Justice a flawless, illuminated roadmap. What did they do with it? That remains the nearly two-million-dollar question.
THE $1,932,240 QUESTION
According to the exhaustive records his private dick assembled, Dessler Media LLC received two PPP loans through Harvest Small Business Finance. The first loan was for $1,332,910. The second was for $599,330. That is a combined total of $1,932,240.
Nearly $2 million in taxpayer money ripped right out of the system.
The applications reported 65 employees. Based on strict PPP compensation limits, a later financial analysis proved a payroll of exactly 65 maximum-compensation workers would have been necessary to justify the massive funding. Whether the application claimed or the math required 65, the question remains brutally simple: Where the fuck were all these employees.
Dessler Media was operating out of Kyle Morgan Dill's shitty 1,500-square-foot residential rental in Simi Valley, California. It was not a major studio complex, a corporate campus, or a bustling production facility filled with dozens of workers. According to Maxx's investigative file, Dessler Media possessed absolutely no legitimate workforce matching the massive payroll operation represented in their PPP paperwork.
FUCKING OUTRIGHT FRAUD
The 2023 correspondence explicitly showed that payroll records, tax returns, bank statements, and other documents supporting the loan applications had been completely falsified and forged.
Brian Cooper Dill knew his extensive criminal history would trigger immediate scrutiny, so his younger brother Kyle became the clean face on the fraudulent paperwork. Brian was the architect. Kyle was the straw man. Dessler Media was the getaway vehicle. And the American taxpayer was the mark.
FROM EMERGENCY RELIEF TO MOVIE MONEY
The letters did not stop with the loan applications. They identified K5IVE Media and mapped out a blatant pipeline moving stolen PPP money directly into motion-picture production. At the time of submission, three productions were specifically identified: Sorority Sister Killer, Lies My Sister Told Me, and Deadly Seduction. The fourth film, Killer Escort—which would never see daylight without Maxx Wolf—all factored into the production timeline.
This isn't a contradiction; it’s a timeline of ongoing fraud. The movie pipeline kept expanding while absolutely nothing publicly visible happened to the people reported. According to the investigation, films produced through the Dessler Media and K5IVE orbit entered a lucrative distribution pipeline directly connected to Lifetime and Disney/Hearst.
Money intended to preserve legitimate American jobs during a global emergency became movie money. Movie money became pure profit. The films were distributed, the networks paid out, and Brian Cooper Dill just kept walking.
THE GOVERNMENT CANNOT SAY THEY DIDN'T KNOW
The Lisa Monaco correspondence matters because it permanently obliterates one convenient excuse: the government cannot ever claim they were in the dark.
From the confines of a Florence prison camp, Maxx hand-delivered the DOJ the names, the companies, the combined loan amounts, the lender's identity, the residential address, the bogus employee counts, the movie titles, and the supporting exhibits.
He didn't just send one letter and walk away; he relentlessly followed up. The signed July 19 correspondence directly asked whether Monaco’s office had investigated the allegations and offered even more assistance.
Copies were blasted to elected officials across the board, including Governor Gavin Newsom, Senator Dianne Feinstein, Senator Alex Padilla, Representative Adam Schiff, and Representative Nancy Pelosi.
He documented and signed his name. He followed up. And to this day, he has found zero public prosecution or prison sentence arising from the massive PPP fraud detailed in those letters.
That is why he has just one very simple question for Lisa Monaco: What the fuck did you do?
NOTHING!
Based on the public record, you did absolutely nothing to put Brian Cooper Dill or Kyle Morgan Dill in a prison cell for ripping off the system.
THE BRUTAL CONTRAST
While sitting in Florence, he met a 75-year-old disabled prisoner confined to a wheelchair. He had received approximately $240,000 in PPP funds for an actual, physically operating business. His son was genuinely involved in running the company. But because the father had an old federal conviction on his record, the government aggressively accused him of using his son to obtain a loan he could not personally receive. The feds threatened to systematically destroy his entire family unless he accepted a 30-month sentence in federal prison.
Let that sink in. A disabled, elderly man running a legitimate business was sent to federal prison over $240,000. Meanwhile, Brian and Kyle Morgan Dill siphoned nearly $2 million through a phantom company with a fabricated workforce, made a handful of shitty cable movies, and remained entirely free from any publicly known PPP prosecution.
Only in fucking America.
THE $6.5 MILLION FILE & THE FBI'S CARTE BLANCHE
The Monaco letters focused primarily on the PPP loans and the movie-production money trail, but the original Dill Brothers Duped Disney file goes much deeper. It separately exposes that Brian Cooper Dill is connected to approximately $4.5 million in medical-financing fraud involving fabricated entities, falsified medical documentation, and money explicitly bled from medical-financing companies, compliments of his private dick.
Add that $4.5 million to the documented $1,932,240 in PPP loans, and the larger file balloons to roughly $6.5 million. That separate medical-financing fraud belongs to the wider documentary file Maxx Wolf has built, but the distinction matters.
The letters establish what he reported, when he reported it, and the irrefutable evidence he supplied. The Evidence Room will present the rest of the devastating record.
The letters document the notice. Maxx's conclusion is brutally simple: Brian Cooper Dill’s relationship with the FBI fully protected him. Joel Fucking Satan Dumbass essentially said,

Named companies, named individuals, exact dollar amounts, supporting exhibits, and repeated correspondence sent straight from a federal prison camp. And the result? Complete, deafening federal silence.

Private telephone numbers, residential addresses, personal identifiers, and unrelated third-party information will be redacted, but the original text will remain brutally intact.
