Investigative Series — Part Two

An FBI source who refused critical questions in November returned seven months later with a sprawling new story—after the defense said it had evidence he lied.

The Border Story That Changed

Brian Cooper Dill refused to answer critical questions in November 2020. Seven months later—after Maxx Wolf’s defense counsel confronted corrupt AUSA Mohit Gourisaria, aka “the Mohat,” with evidence that Dill had lied—Dill delivered a sprawling new account implicating Maxx Wolf, Lulu Wolf and nearly everyone around him.

They thought Maxx Wolf was asleep. In this satirical reconstruction, Wolf records Dill and Borges preparing the story that would eventually blame everything on him.

The contradiction is not subtle.

During his November 30, 2020 FBI interview, Brian Cooper Dill minimized his relationship with Maxx Wolf, claimed uncertainty about Wolf’s border crossing and refused to answer whether he had transported anything for him. Dill also declined to explain why he ran when federal agents approached him.

By June 2021, the selective silence was gone.

Dill described himself as Wolf’s driver, hotel organizer, messenger, telephone supplier, gold courier and luggage transporter. His memory expanded beyond the border journey to encompass his family, former associates, Serge Mezheritsky Ukrainian crime figure and Israeli connection Yitshak Dahan, with his Vietnamese drug dealer Tung Kha and even Dill’s early cocaine sales to people associated with Hollywood studios.

According to Wolf, this was not a spontaneous recovery of memory. It was Dill’s come-to-Jesus motherfucker moment.

When the prosecutor came to Los Angeles

The August 30, 2021 FD-302 memorializes interviews conducted at the FBI’s Los Angeles office on June 28 and 29. It records that Corrupt Assistant United States Attorney Mohit Gourisaria, Dill’s attorney Kiana Hillier and FBI personnel were present.

The meeting occurred after Wolf's attorney warned the prosecution that the defense possessed investigative findings, receipts and other evidence demonstrating that Dill had made more than a dozen false or materially misleading statements during his earlier FBI interview.

Wolf's attorney explains it: the government had now learned that its cooperating witness’s original story could not withstand the defense evidence.

“It’s now or never bitch,” Gourisaria said. “I need to know everything or you face prosecution for lying to the FBI and everything else we can pin on you. That means a very long prison sentence in your case. With that career criminal history, it’s really not a stretch to surmise that a jury would convict you before lunch.”

What the record establishes is the timing: Dill’s guarded November account was followed by the defense confrontation and then by an extraordinarily detailed June narrative delivered with Gourisaria sitting in the room. The defense said it possessed evidence that Dill had lied. This was not the first time Gourisaria, the FBI and the court appeared aligned around Dill’s accusations.

For the first year and a half of doing business with Dill, Wolf really didn't trust him and wore his black chronograph spy watch most of the time, recording audio and video of their conversations—all of which will be in the Evidence Room soon. It's not going to be pretty.

Gourisaria then attended the Los Angeles interview that produced Dill’s dramatically expanded account.

“Not a friend”—but asked to be family

In November, Dill told the FBI that he did not really consider Wolf a friend.

Dill and his wife had invited Wolf to dinner, then asked Wolf to become godfather to their daughter. That is not the conduct of a distant acquaintance.

The denial mattered because it created distance between Dill and the man he was helping the government pursue. Dill portrayed himself as someone only observing Wolf from the outside, not as a close associate with his own exposure and motives.

His answers became even more guarded when the questions approached his conduct. Asked whether he had ever brought anything across the border for Wolf, Dill said he would rather not answer. Asked why he ran when the FBI approached him on October 1, Dill again declined to answer.

The same report states that Dill was advised that lying to the FBI was a federal offense. Dill agreed, knowing lying to the FBI is a crime; nevertheless, he lied repeatedly.

Wolf describes the performance as selective amnesia: Dill remembered facts that implicated other people while refusing to discuss the actions that might implicate him.

The FBI’s records also show that Dill understood the value of cooperation. After being confronted with his own potential criminal exposure, he expressed a desire to assist the FBI in locating Wolf and facilitating his arrest.

This was not a disinterested witness volunteering information. It was a man with a substantial fraud history attempting to make himself useful to the government once again, exactly as he did in the past with his ex-partner Pavel Igorevich Valkovich. Valkovich, who goes by the name "Pasha," went to prison because Dill ratted on him, leaving Dill to walk away completely free.

The June story

By June 2021, Dill remembered everything. Well almost everything.

According to the later 302, Wolf’s decision to leave for Mexico arose suddenly. Dill said he drove to the border, met Wolf at a bar and placed him beneath the back seats of the vehicle before crossing into Mexico.

Philippe Borges occupied the front passenger seat.

Dill then supplied a travel narrative involving Rosarito, Ensenada and Tijuana, hotel arrangements, communications devices and later trips. He said Wolf used his own identification at hotels.

Wolf completely disputes that account, pointing out that it makes absolutely no sense.

Maxx and Dill were partners, and Maxx always sat in the front. Borges was just a camera guy, and they barely even saw him during Maxx's time with Brian.

More importantly, Borges is 5'3", whereas Wolf is approximately six feet three inches tall.

The claim that Borges took the front seat is a practical impossibility. Borges would never sit in the front if Maxx was there—he never did in any of the past years.

Wolf argues that putting the significantly smaller man up front while concealing a 6-foot-3 man beneath the rear seats defies all logic, particularly in a vehicle with tinted rear windows traveling south into Mexico.

Wolf says there is a different explanation: Dill had drugged Wolf, and he was unconscious in the back seat. Wolf says he has no memory of the route Dill later described and only regained awareness in a Tijuana hotel parking area at 1.00 am.

Dill’s description does not resolve that allegation. It confirms that Dill controlled the vehicle, selected the seating arrangement and transported Wolf across the border.

The witness who suddenly remembered everything

Dill’s revised account arrived only after Wolf says the defense exposed the deficiencies in his original statements.

That sequence is central. The issue is not whether memories can become clearer. It is whether Dill changed his story because evidence had made continued denial dangerous.

The June interviews produced an approximately fourteen-page 302, compared to just three pages from the earlier interview.

Dill implicated Serge Mezheritsky Ukrainian crime figure and Israeli connection Yitshak Dahan, with his Vietnamese drug dealer Tung Kha, and members of his own family, his brother, and people involved in financial transactions.

The man who had declined the most direct questions in November had suddenly become the government’s encyclopedia.

Dill’s prior criminal history made independent verification essential. His own FBI interviews describe years of fraud, imprisonment, a probation violation, heavy alcohol consumption and drug use, as well as previous attempts to supply information to law enforcement.

Instead, his expanding story became useful to the government precisely when his own exposure was greatest.

The suitcase Dill placed in Lulu’s hands

The later 302 says Dill received luggage from Lulu and delivered it to Wolf in Mexico. That wording transformed Dill from the person introducing the luggage into a courier innocently following Lulu’s instructions.

The defense evidence presents the sequence differently.

A May 22, 2021 investigative report memorializes an interview with Julie Martingrove. Martingrove said she saw a man arrive at Lulu’s residence in a dark-colored BMW vehicle, remove what appeared to be a suitcase and walk toward the guesthouse area.

When the investigator showed her a photograph of Brian Cooper Dill, she immediately responded: “That’s him.”

Wolf also says residential cameras recorded Dill arriving with the suitcase and that Lulu’s assistant provided an account of the delivery.

Wolf intends to publish that footage and its accompanying transcript in the Evidence Room.

That evidence matters because it identifies Dill as the person who brought the suitcase to the residence before it was later transported into Mexico.

The physical appearance of the suitcase is also significant to Wolf’s account. Dill’s own FBI interview described Wolf and Lulu as purchasing expensive Louis Vuitton luggage and being committed to a Beverly Hills lifestyle.

Wolf says the old, hard-sided brown suitcase delivered by Dill was completely inconsistent with the luggage kept in their homes. He characterizes the contrast as Louis Vuitton versus Walmart:

Wolf and Lulu owned the former; the battered case came from Dill. Dill and his Russian whore wife were always the Walmart types, as opposed to the Beverly Hills type, as he himself said in his 302.

That observation does undermine the attempt to treat the suitcase automatically as Lulu’s property simply because Dill left it at her residence.

The government chose whom to believe

Dill admitted driving Wolf across the border. He admitted facilitating communications. He described handling gold and money. He admitted transporting luggage into Mexico.

Yet Wolf says the government considered pursuing Lulu for aiding and abetting and destroying her career, while leaving Dill uncharged for the border crossing, the luggage delivery, the kidnapping, and his false statements to the FBI.

Lulu Wolf is a Beverly Hills real-estate professional with approximately 25 years in the industry and no prior arrest record. The government nevertheless credited a multiple-convicted fraudster who had declined to answer critical FBI questions and who stood to benefit from becoming useful.

The system did not simply believe a questionable witness over a Beverly Hills broker. It rewarded the career criminal who controlled the vehicle, who physically brought the luggage across the border, who lied to the FBI, who drugged and kidnapped Maxx, and who changed his story when his first version became impossible to defend.

But the result described by Wolf functioned as leniency: Dill implicated other people, admitted his own participation and suffered no corresponding prosecution reflected in the available record.

Dill got off entirely, and everybody else got fucked. Everything became wonderful for the informant. Only in America.

Whatever formal label the government placed on that treatment, Dill received consideration that the judge and defense were entitled to evaluate when assessing his credibility.

Dill admitted driving Wolf across the border and transporting luggage. The government pursued Lulu while leaving its cooperating courier untouched.

The letter that was supposed to absolve Dill

The June 302 also introduced a letter that Dill claimed Wolf wrote to clear him of wrongdoing.

According to the FBI summary, Dill said Wolf offered to write something stating, in substance, that Dill had nothing to do with Wolf’s illegal activity. Dill said he believed his wife later discarded the letter. He also preemptively denied threatening Wolf and described Wolf as trying to calm him down.

But why would Dill volunteer out of nowhere that he "never threatened Maxx"? He said it because he absolutely did threaten him. No one spontaneously denies making threats unless those threats actually happened.

As Wolf previously revealed, Dill had a Mexican ex-con get on the phone to explicitly threaten to kill Maxx’s wife and daughter.

Dill forced Maxx to write that letter under intense duress.

The same 302 contains a critical admission, claiming Dill and Wolf “collaborated on what to write down.” Why on earth would Maxx Wolf write such a letter when everyone now knows that Dill participated in everything, and as other stories on this website show, it was his idea?

We also have spy watch transcripts, to be in the Evidence Room soon.

That is a complete lie. There was no collaboration. Dill dictated exactly what to write, and Maxx wrote it down because Dill was still holding his wallet hostage (for months).

The extortion was straightforward: at the very end of the ordeal, Dill told Maxx, "I'm going to give you back your wallet and you're free to go, but only if you write me a letter," and finished with, "and since I probably won't be seeing you for a while."

He said it as if he knew exactly what he was doing—because at that time, he had already been caught, and the FBI knew exactly who he was.

The contents of the letter are not a mystery. Maxx knows exactly what it said because he was forced to write it. It was dated for that day and read, in substance:

"I, Maxx Wolf, am not writing this letter under duress. I absolve Brian Cooper Dill of all wrongdoing. He had nothing to do with any of this fraud. It was all Maxx, and Brian knew nothing and had nothing to do with it."

Forcing a man to write "I am not writing this letter under duress" is the ultimate proof of coercion. Dill demanded that specific language precisely because the circumstances were a hostage situation.

The 302 establishes that Dill raised the letter, claimed it cleared him, lied about helping formulate it, and then said the only physical copy had apparently been thrown away.

Why volunteer such a detailed explanation of a document supposedly destroyed by his own wife? Wolf’s explanation is that Dill knew the defense would disclose it and attempted to neutralize the allegation first.

Bringing this up did not help Dill; it exposed him. If the letter had no bearing on reality, he would never have mentioned it.

He brought it up because he knew Maxx was going to reveal the truth: that Dill extorted him into writing it.

The letter was not a clean alibi. It was a paper shield, described by the person it was designed to protect, proving he knew exactly what he was guilty of.

From selective silence to a government roadmap

Dill did not merely “refresh his memory.”

In November, he minimized the relationship, professed uncertainty, refused to discuss transportation and would not explain why he ran from federal agents.

In June, after Wolf's defense confronted prosecutors with contrary evidence, Dill remembered the border route, the hidden passenger, the hotels, the telephones, the luggage, the gold, the money, the discarded exoneration letter and an extensive network of criminals.

The government accepted that expanded story while apparently overlooking the fact that its source had every reason to redirect criminal responsibility away from himself.

According to Wolf, the system rewarded the person who controlled the operation and changed his story when cornered. Dill’s silence became a prosecution narrative.

His admitted conduct became cooperation. Everyone else became a target.

That was not verification. It was witness laundering.

The bottom line is simple: the government hates people like Maxx Wolf who speak up and refuse to take any shit. They didn't want someone who would stand his ground. They wanted someone who pissed himself the second the feds closed in—a fucking coward rat. And in Brian Cooper Dill, they found exactly what they were looking for.
