Because while Maxx was in LA trying to finish a movie, Brian was in San Francisco building a cage. By using Maxx's face to open those offices and secure those funds, Brian handed the government their perfect, lazy theory. When the feds finally caught wind of the medical-equipment fraud, they didn't have to look for the architect. They just looked at the picture on the fake ID. Maxx Wolf.
